Back in campaign mode, presidential hopefuls focus (AP)

DES MOINES, Iowa ? Republicans in search of their party's presidential nomination are returning to campaign mode after a brief Christmas respite, with Rick Santorum planning a hunting trip with conservatives in Iowa and Mitt Romney phoning supporters.

With just a week until Iowa holds its leadoff caucuses and many still undecided, the final push ahead of the Jan. 3 contests was heading into a critical time. Campaigns planned new television ads and phone calls to persuade holdout caucusgoers still weighing their options.

Romney, who kept this state at arm's length for most of the year, seemed to increase his efforts in Iowa as polls found him in a stronger position. He planned to talk with supporters in a series of telephone calls here and to New Hampshire and Florida on Monday between working on a speech that aides described as his final pitch to Iowans. Romney planned to deliver that speech Tuesday evening and then set out on a bus tour of Iowa.

However, he was to share the highways with Rep. Michele Bachmann, Texas Gov. Rick Perry and former House Speaker Newt Gingrich. All scheduled bus tours to start then, too.

Each is running out of time and looking to derail Rep. Ron Paul, the Texas congressman who seems to have the most sophisticated network of volunteers ready to organize ahead of the caucuses. Paul was to return to Iowa this week to meet with supporters he has kept in touch with since his unsuccessful run in 2008.

Others, too, were ready to turn on their own political machines and had fresh ads ready to air.

Gingrich, who last week criticized the negative tone of the campaign, was ready to directly challenge Romney on the economy, an issue Romney has made central to his campaign. Gingrich's standing in public and private polls has slipped as he faced unrelenting criticism from the candidates and their allies.

Gingrich was expected to use clips from Romney's previous campaigns distancing himself from President Ronald Reagan and pitch Gingrich's economic plan as "Reaganomics 2.0." Gingrich also was expected to compare Romney's tax plan with his own.

Santorum, meanwhile, planned to announce support from another wave of Iowa conservatives. He scheduled a pheasant hunting trip in Adel for Monday afternoon. While he trails in polls and has not spent significant money on ads, Santorum is hoping his nonstop courtship of Iowans yields a late surge. He visited all 99 of Iowa's counties during the summer ? an accomplishment Bachmann has feverishly tried to replicate.

Bachmann, a congresswoman from Minnesota, last week darted through small towns, reminding voters that Santorum lost his 2006 re-election bid in a blowout and that Paul's foreign policy views were outside the party's orthodoxy. Looking to recapture voters' interest, her plan was to return to hand-to-hand campaigning on Tuesday.

Perry, too, was looking to keep up his message: his rivals are insiders unable to change Washington. He planned to return to his tour bus on Tuesday.

Meanwhile, former Utah Gov. Jon Huntsman kept his focus on New Hampshire. Early in the campaign, he said he would not compete in Iowa and instead make his start in New Hampshire, which comes second on the nominating calendar.

Trained pigeons demonstrate an ability to use abstract number-counting rules on par with primates, and to recognize which groups of items contain more of those items. Sophie Bushwick reports

Several vertebrate species can distinguish between, say, two and five bananas?but with the exception of primates, they can?t grasp the numerical rules that would let them arrange their piles of fruit from least to most. Now, new research suggests that pigeons, like primates, can follow these abstract numerical rules. The study is in the journal Science. [Damian Scarf, Harlene Hayne and Michael Colombo, "Pigeons on Par with Primates in Numerical Competence"]

Researchers trained pigeons with cards on which were pictures of one, two or three shapes, sometimes in different sizes and colors. The birds were ultimately able to correctly pick a card with one large green square first, followed by a card with two small red ovals, followed by one showing three long blue rods.

Then, the pigeons demonstrated a new ability?faced with two cards each showing up to nine images, they could tell which card had more. Which indicates that they had an abstract understanding of the single-digit amounts. Rhesus monkeys trained in a similar way displayed the same talents. Whether this shared ability evolved independently or came from a common ancestor is unclear. But it is clear that birdbrains aren?t so dumb.

Asian shares, euro ease as bank funding doubts persist (Reuters)

TOKYO (Reuters) ? Asian shares fell and the euro struggled on Thursday as doubts remained over how much of the funds that banks raised from an inaugural long-term European Central Bank tender will actually flow into struggling euro zone economies and help restore confidence.

MSCI's broadest index of Asia Pacific shares outside Japan (.MIAPJ0000PUS) fell 0.7 percent, after climbing to a one-week high on Wednesday, while Tokyo's Nikkei stock average (.N225) ended down 0.8 percent.

Despite the drop, Japanese equities have been least affected by the volatility stemming from the euro zone debt woes, with daily swings in the benchmark exceeding 2.5 percent for only 16 trading sessions this year, compared with 88 such days for the Euro STOXX 50 (.STOXX50E) and 41 for the S&P 500 (.SPX).

The euro was virtually unchanged around $1.3043, with traders seeing major support around $1.3000, the December 14 low, above 2011's trough of $1.2860. The euro reached a one-week high near $1.32 on Wednesday.

European shares were likely to inch up, with financial spreadbetters expecting London's FTSE (.FTSE) to open up 0.2 percent, Frankfurt's DAX (.GDAXI) up 0.2 percent, and Paris' CAC-40 (.FCHI) to begin 0.3 percent higher.

At the ECB's first ever three-year lending operation on Wednesday, 523 banks borrowed a record 489 billion euros ($638 billion), well above the 310 billion euro take-up forecast.

The tender eased concerns about an immediate credit crunch, but it does not directly lead to resolving the huge indebtedness of some euro zone countries, which has discouraged investors from lending to euro zone banks because of their large exposure to sovereign debt.

"The ECB's funding operation is not a fundamental fix to the euro zone's debt problems and is only a way to buying time, so flight-to-safety bids remain firmly in place," said Shinsuke Kanabu, general manager at Central Tanshi, a Japanese money brokerage.

In further evidence that Japan has become a preferred destination for global funds, government data on Thursday showed non-Japanese investors bought a net 2.6615 trillion yen in short-term Japanese government securities in the week to December 17, the second largest after a record 2.9752 trillion yen net purchase in the week to August 13.

It was the third straight week of such net buying of bills. Non-Japanese investors also were net buyers of Japanese government bonds (JGBs) in the same week.

"Foreign investors have helped drive down yields on Japanese short-term securities in recent months as Europe's debt crisis deepened, suggesting they see Japanese treasury bills as a safe-haven and put priority on safety over returns," Kanabu said.

Despite Japan's huge public debts and a domestic rating agency cutting its top credit rating on Wednesday, JGB markets remain unfazed. More than 90 percent of JGB holders are Japanese, giving the country a solid financing backing, unlike countries such as Italy, where foreigners account for some 40 percent of sovereign debt holdings.

DOLLAR FUNDING STRAINED

Analysts have said the ECB loans would lower the cost for euro zone banks to borrow euros in the open market, but would not reduce their dollar funding costs, and banks were likely to use the funds to repay their own debts as they strive to get rid of bad assets and improve their balance sheets, rather than lend.

"With bank balance sheets under stress and the system still required to raise capital ratios under Basel III, the temptation will surely be for banks to sit on this additional liquidity, rather than recycle it back through the economy," wrote BNP Paribas in a daily note.

Italy alone faces about 150 billion euros of debt refinancing between April and March.

Italian and Spanish government bond yields rose on Wednesday, snapping an eight-session downtrend, and the spread between the Italian and German 10-year government bond yields widened by some 20 basis points to 488 bps on Wednesday from the day before.

Dollar funding strains reached their worst level since July 2009 when the London interbank offered rate for three-month dollars rose further to 0.57125 percent on Wednesday from 0.56975 percent.

Asian credit markets weakened as yields of highly indebted Italy and Spain inched higher despite strong demand at the ECB's long-term funding operation, with spreads on the iTraxx Asia ex-Japan investment grade index widening by several basis points.

Commodities markets were muted in thinning pre-holiday trade, with London Metal Exchange copper unchanged at $7,455 a tonne and Brent crude oil edging down 0.2 percent to around $107.50 a barrel.

In Egypt's election, youth seek their own voice (Reuters)

CAIRO (Reuters) ? Just days ahead of Egypt's first election since Hosni Mubarak's overthrow, young activists organized their own vote for a civilian council to guard their revolution from military rulers they no longer trust to oversee a transition to democracy.

The youthful activists who were at the forefront of the uprising that toppled Mubarak in February are back in the streets, this time challenging the generals still in power.

The past of week of violence, in which 42 civilians were killed, has overshadowed the parliamentary election that begins on Monday and has forced the army to name a new prime minister.

Young protesters reject Kamal Ganzouri, 78, who served in that post under Mubarak in the 1990s, as a man of the past, and are pushing for his replacement by a leader of their choice -- hence the impromptu "election" with ballot papers and pamphlets in Cairo's Tahrir Square this week.

But young activists are also keen to make their voices heard in the parliamentary election, despite the formidable challenge of competing against established politicians and groups such as the Muslim Brotherhood -- who they feel are more interested in securing seats than in honoring the goals of the revolution.

They worry that the revolution they started was incomplete and they feel unrepresented by existing political parties. So hundreds of them are running in the election and thousands are mobilizing voters and watching out for electoral abuses.

"Tahrir Square and all squares across the country are regaining the revolution from the hands of parties that have traded it in for power and those who avoided coming back to the place where freedom was born," said one pamphlet distributed in Tahrir, where protesters have been camped out for a week.

Although a quarter of Egypt's 80 million people are aged between 18 and 29, youth candidates may not necessarily win seats in the election. They believe it is vital to compete -- and also to make their voices heard in the street.

TAHRIR'S PARLIAMENT

"The revolution is in the square!" thousands chanted in Tahrir, near a banner reading "Here lies the true parliament."

When the latest turmoil erupted, many of the youthful candidates suspended their campaigns and returned to Tahrir.

Plunging into politics involves a steep learning curve in a country where elections were routinely rigged for 30 years under Mubarak, whose now-dissolved National Democratic Party faced opposition only from a handful of officially approved parties, and sometimes from "independent" Muslim Brotherhood candidates.

"Whether we win or lose in this election, we'll keep going. We will evaluate our mistakes, learn from them and prepare for the next battle. There are still many to fight," said youth activist and parliamentary candidate Shahir George.

"The street will always be there," he added with a smile.

When young Egyptians rose up nearly a year ago, Mubarak was 82. Field Marshal Mohamed Hussein Tantawi, who leads the military council that replaced him, is 76. Kamal Ganzouri, the council's latest pick for prime minister, is 78.

That makes Egypt look like a country for old men, something a young generation of activists is determined to change.

"The new Egypt will be more youthful because youth have thrust themselves upon the political scene," Abdullah Helmy, a member of the newly formed Reform and Development Party, said.

"All political groups are now racing to strengthen themselves with those youth," said Helmy, who formed a union of activists in Tahrir during the anti-Mubarak uprising.

He now coordinates the party's election list, which he says includes more than 140 young candidates to attract voters looking for a clean break from the relics of the past.

CANDIDATE'S DREAM

Hanging up bright yellow posters with a 'Yes to Youth' slogan, 34-year-old candidate Yasser Ali, who never voted in the Mubarak era, says Egypt's future lies in the hands of its youth.

"It is a dream and a goal that an ordinary citizen who does not belong to any party may have a voice in parliament. Change won't happen through political calculations or agendas, it will only come through the spirit we had in the square," he said.

With a dozen other volunteers, Ali walks the streets of his district, handing out pamphlets and talking to voters in a last- minute appeal that he hopes will turn the odds in his favor.

"People genuinely want youth in parliament, they are sick of the old people, the ties and the suits. They want our young force to be unleashed," said Ali, who owns a small business.

But he is virtually unknown in a district where more than 100 other candidates are running. Egypt's new constituencies are bigger than before, making it hard for newcomers to break in. Most youth candidates simply don't have the money or resources.

In the past, many NDP and other candidates used money and favors to buy votes to secure parliamentary seats from which to further their business interests under a cloak of immunity.

Sitting in a coffee-house in his Cairo constituency, where he is running on an Egypt Freedom Party ticket, George said the challenge was to forge a new model of politics.

"We won't have a young parliament, but Egypt as a whole now has a more youthful face. The opportunities available for youth representation are very promising," George said.

"I want to be seen on the street not just as a rebel, but as a viable political alternative," he added. "Even if I don't win, it is important to participate to show that youth aren't just capable of toppling the regime, but have a vision for Egypt."

GRASSROOTS CAMPAIGNING

The uprising has spawned dozens of pressure groups eager to encourage civic participation, monitor voting or expose candidates seen as tainted by links to Mubarak's old party.

"Revolutionary action is not just about protesting, it is about developing pressure groups. This is the evolution we need," Seif Abou Zaid of "Ehmy Soutek" or "Protect your Vote."

His group, run by volunteers and active in more than 15 provinces, scores candidates on their commitment to reform, aiming to ensure that the next parliament will have a "pro-revolutionary" bloc, regardless of party affiliation.

Young activists are also trying to monitor voting and raise political awareness in a country where votes have often gone to the highest bidder and turnouts have traditionally been low.

They seek endorsements from respected public figures and use musical numbers or cartoon flyers to spread the message.

"The vision is to empower citizens. That is the real goal," said Abou Zaid, vowing to see the revolution through, whether via elections or other forms of political mobilization.

Farida Makar, one of his colleagues in Ehmy Soutek, said: "If elections ... don't go in the direction we wish, we want to make sure we have the ability to continue change from a grassroots level. No new power can close those avenues for change."

Italy's Monti in austerity race as IMF role eyed (Reuters)

ROME (Reuters) ? Prime Minister Mario Monti faces a testing week seeking to shore up Italy's strained public finances, with an IMF mission expected in Rome and market pressure building to a point where outside help may be needed to stem a full-scale debt emergency.

Monti is expected to unveil measures on December 5 that could include a revamped housing tax, a rise in sales tax and accelerated increases in the pension age. But pressure from the markets could force him to act more quickly.

One source with knowledge of the matter said contacts between the International Monetary Fund and Rome had intensified in recent days as concern has grown that German opposition to an expanded role for the European Central Bank could leave Italy without a financial backstop if one were needed.

An IMF inspection team is expected to visit Rome in the coming days but no date has been announced.

The IMF declined to comment on any moves to provide financial support, and official sources in Rome said they were unaware of any request for assistance from Italy, which has over 185 billion euros of bonds falling due between December and the end of April.
